An attachment, not a one-time play

A Tool card attaches directly to a Pokémon and remains there, providing a continuous bonus — extra damage on attacks, reduced retreat cost, or a defensive effect — for as long as that Pokémon stays in play.

One Tool per Pokémon, normally

Each Pokémon can usually hold only one Tool card at a time, so choosing which Pokémon gets your best Tool is a real deck-building and in-game decision, not a free-for-all.

Lost on knockout

If the Pokémon holding a Tool is knocked out, the Tool is discarded right along with it — the same as attached Energy, meaning Tool investment carries real risk if that Pokémon goes down.
