Nelson's growth in the 19th century outpaced much of the rest of Lancashire: by 1891 it had become the fourth-largest weaving centre in the northeast of the county, with 57 cotton factories recorded that year — the largest running 1,950 looms. A local board of health was appointed in 1864 to keep up with the population the mills had brought in.
