In 1605, Hugh Montgomery was granted land around the Ards Peninsula and first settled at Donaghadee before moving to Newtownards, where he restored the old Priory. The town was officially established in 1606, and Scottish settlers arrived in large numbers, helping it grow quickly on the northern tip of Strangford Lough.

Scrabo Tower, a 135-foot Scottish Baronial lookout tower, was built between 1857 and 1859 on Scrabo Hill overlooking the town. It commemorates Charles Vane, 3rd Marquess of Londonderry, remembered locally as "Warring Charlie" for his work relieving suffering during the potato famine.
